Ulaanbaatar [COVID-19 domestic restrictions to be lifted, but borders remain closed]

An irregular session of the cabinet convened today to discuss suggestions by the State Emergency Commission on whether to extend the heightened state of readiness amid the COVID-19 pandemic. Following decisions were made at the cabinet meeting, dated September 14.

The heightened state of readiness for disaster protection for all administration units, government and local administration organizations and legal entities nationwide are extended until October 31, but some restrictions are lifted, taking into consideration the conclusion of the latest 12th risk assessment on COVID-19 conducted in Mongolia and zero locally transmitted cases.

– Starting September 16, activities of culture, entertainment and leisure, retails, and public events;

– Starting September 21, all levels of educational institutions are allowed to return to normal operations. As of today, all types public events and businesses have been ongoing under restricted regime, and classes at all levels of educational institutions are being given in a combination of a physical classroom learning and online lessons to prevent from the COVID-19 outbreak. Proper and regular sterilization and disinfection measures must be observed at all public places, with relevant professional organizations overseeing the implementation of relevant guidelines.

– Kindergartens, and other types of child-care services working under permission will start receiving 2-year old children for school year of 2020-2021. The government previously had decided to not allow 2-year old children to attend kindergarten this year.

– All people returning from abroad either on government-arranged charter planes or across border crossing checkpoints in an organized manner are placed under 21-day mandatory isolation at government-designated facilities and further 14-day home isolation. Today, the cabinet decided to cancel home self-isolation protocol for all returnees, but decided to keep the 21-day mandatory isolation under hospital care in place.

The restriction to all passengers, including Mongolian nationals, on the movement across the country’s all auto road, air and railway border crossing points will remain effective until October 31, the government decides.
